The basic concept that provides the “raison d’etre” of the public service both in its inherent principles of justice and the common good as well as the emergent management thought as it develops in the light of tradition and the influence that play upon the environment.

History of Administrative Thought
A survey of the various approaches to transformative change and innovation in the government apparatus. Consideration of internal and external environment factors, the role of change agents, techniques for overcoming resistance to change and other driving and/ or restraining forces. Case studies in the Philippines and other countries.

International Public Administration
Consideration of the factors responsible for the globalization of public administration and governance concerns and the emergence of international organizations to address these concerns. Study of the United Nations administrative set-up focusing on the international civil service.

Administrative Reform and Innovation
A study of the various approaches to transformative change and innovation in the government apparatus. Consideration of internal and external environment factors, the role of change agents, techniques for overcoming resistance to change and other driving and/ or restraining forces. Case studies in the Philippines and other countries.

Comparative Public Administration
An analysis of the similarities and differences in the systems and practices of public administration in different countries within the context of the economic, political and social factors. Includes identification and appreciation of Philippine administration from adaptations of other systems.

Special Issues in Public Personnel Management
The identification, definition and analysis of the problems and challenges in the management of public service personnel and the factors underlying such problems. Strategies for the establishment of a public service meritocracy.

Special Questions on Ethics in the Public Service
An in-depth analysis of selected contemporary issues in public service personnel behavior in the light of rational and ethical principles. Intended to develop in the student the ability to think intelligently about the perennial prevalence of graft and corruption in the public service.

Organizational Design and Dynamics
A survey of theories and models of organization structure and systematic analysis of different patterns. Impact of organization design on organizational productivity and worker motivation.

Regional and International Governance Systems
A comprehensive and in-depth analysis of the issues and concerns in regional and international networking in the delivery of essential public services brought about by globalization.

A study of the different strategies employed by various countries in initiating, developing and sustaining economic development planning in response to the challenges of rapidly depleted resources versus rising expectations. You are not eligible to apply to this program because:

The minimum age is 18.

English fluency is required.
You need to be either:
- A native English speaker
- Studied a degree in English before
- Can demonstrate a high level of English
- Having an English certificate such as IELTS level 6 or TOEFL 95 and above is an advantage.

Minimum education level: Master's

The program is quite competitive, you need to have a high grades of Average B, 60%, or a high GPA.

The first steps are to choose the programs, pay the application fee and upload the application documents.

Once submitted to Global Admissions, we will review your application within 2-3 days and proceed to the university or ask you for further clarification

After it has been processed to the university you will receive your unique application ID from each university.

The university may contact you directly for further questions.

We will then follow up each week with the university for updates. As soon as there is any update we will let you know. If you have made other plans, decide to withdraw / change address at any time please let us know.

After you have been accepted you will receive your admissions letter electronically and asked to pay the non-refundable deposit to the university.

Once you have paid the deposit the university will issue you the admissions letter and visa form to your home country.
